Interesting picture! No, it's an Scania CN113CLB from Stockholm Sweden. I would be surprised if this bus has something to do with the rest of the (DAB) buses on your pictures.

It could be an bus sold to Barnaul buscompanies and it's travelling the same way as the buses to KZ. And the truck also got Barnaul numberplates..!

Порывшись в интернете, не сразу но нашёл такое сообщение:
Кузов называется Ramseier & Jenzer (или сокращённо R&J). Швейцарский! Потому его где-то видимо и обозвали Hess, что порисхождение с одной страны. Думаю такое утверждение уже точное, т.к. подпись R&J встретил ещё на нескольких сайтах.
